不過一言以蔽之 就是mixed housing zones 可以瘋狂地隨便分3個 (當然太瘋狂也遇到個同樣瘋狂吹毛求疵的council planner 也是一樣麻煩) single house 新分出來那塊沒有600淨面積空地比較難 至於郊區什麼lifestyle的就最好不要想了 然後管道/車道/outlook /outdoor 都是council能挑你設計毛病的地方 中高密度開發甚至要看屋裡佈局大小和垃圾桶這些怎樣處理擺放都可以是問題呢

how about Mixed Housing Suburban Zone? has to be 400 m2 to sub-div?

No way, as long as you got a concept design of the future dwellings (but need to build them accordingly), there is no such a restriction.
The 400m2 NET (for mixed housing suburban and 300m2 NET for mixed housing urban zone) is only the requirement for a vacant lot subdivision (where you don't propose anything in the application but only vacant land), plus the so called 'shape factor' that you also have to comply with.
