Summary:

1) overseas investments Act - working on it, law change will be the end of the year.

2) Bright line test - from 2 years to 5 years.  Easy fix, just change the tax regulations.

3) Investors' negative gearing to claim tax losses: will be closed and will be part of the 100 days plan. Easy fix, just change the tax regulations.

4) How to increase the housing supply: Urban Development Authority will be set up. Gov't will inject $2 billion for startup.
- Housing NZ will be NZ biggest landlord, continue giving subsidised housing to families.
- "kiwi build" will sell $550K housing at costs to first home buyers, partly subsidised by the government, can be "rent to own" arrangement
- If necessary, will use Public work Act to acquire more land.
- Increase construction sector workers ( through training locally and from overseas workers) for this initiative.
- More spec houses to lead to lower costs, incentives to companies who can build lower costs houses

Nos 4 will be challenging and a lot of puff, he doesn't sound too sure, and whether have resources to do it, it is beyond his depth... may be buying more time for next election.

It might make a mess out of the whole thing, we will see.

Too many freebies to get themselves into the governing seat, it will be another Greece in the making (potentially).
Look at the people in the labour cabinet, (the other day) the standing in PM ( kelvin Davis), make a joke out of himself, who can't even do simple maths and have little clue of his own party policy.

- If you look at the current Finance Minister, google his name, you will know his background.
- The PM is from the 3rd tier university ( Waikato Uni), a degree in Communication, talking is her speciality. haha..

前三条解决了,第四条就不是那么迫切了,加上移民的减少,也就不需要那么多的新房了。

How can Public Work Act be used?

public work Act (PWA) can be used in "rare circumstances" as the minister pointed out.

It can possibly mean, if the land is locked because of a certain landowner whose land is blocking or hampering the development, then Urban Development Authority might consider invoking PWA.

Certain process and procedures under the Act will need to be observed to obtain "fair market value" and to respect owner's property rights.

- market valuation /registered valuation process and if owner not happy, the Land Valuation Tribunal will decide for them.
A typical example is the houses being acquired by Land Transport Agency for Waterview tunnel, the same process was observed.

It is not a difficult process to achieve the outcome that the Government wants.

We only lack one thing now:

FEAR, at the moment there is no fear in the market.... Unless there is a global event, natural disaster, Crisis, War ( North Korea-USA), that bring people (government) to the knees.
When John key became PM, it was during GFC, he showed humility and careful with spending and NZ Economic slowly to outperform other countries over time. This round Labour inherited a healthy balance sheet (& money that National saved), they can be arrogant and spend like no tomorrow and just wait for disaster to happen.

Just yesterday, labour proposed to spend $4 million for tax group advisors ( michael cullen) to see if tax changes is necessary, eg Capital Gain Tax.

Phil Twyford is going to form a working group of analysing if Auckland really has a housing crisis, he is going to employ the indian economist to commision the study... haha, another fat cheque from tax-payers.

There will be a lot of Crazy spending.... eg PM asked every MPs to fly to Wellington for a 2 hours meeting last week, where in 2 days time everyone will be going to Wellington when Parliament meets.

haha... another " i need Coffee this morning"  just the pulse is from taxpayers.
$20 million will be spend to study if it is safe to go inside Pike River Mine.... haha,  haha...


If they are so keen to go in, they should volunteer themselves, and not spending $20 million to ask the same question national was asking.

Some of the Christchurch Red Zones earthquake areas are the way Government dealt with the acquisition.

It is better than some other 3rd World countries, at least there is a process here to follow.

haha... very limited scope, will be heard in Valuation Tribunal. Basically you provide your valuation report (registered) and Government provides the valuation report.

Both are registered Valuation reports ( technically), so very similar value, it left very little room for argument, basically 3 hours of hearing. If you try to be cocky (appeal), and you lost, you have to pay the costs of appeal etc.

Because the valuation report will be scrutinized, the valuer will be very careful in the reports, normally taking a  conservative approach.
