在ebay上买了样东西, 不贵, 100多刀, 但与描述相去甚远, 与卖家协商退款未果
在paypal开了case, 过了几天paypal发来email

用的paypal付款, 所以在paypal开了dispute, 我就纳闷, 不是ebay保护买家的么? 退货退款不是很正常么, 为什么还要去警局报案?

LZ不要被卖家忽悠了，他是想让你知难而退，在期限内提供不了这些文件，导致Case Timed out.
Dispute后，交易金额将被冻结，Paypal鼓励双方共同来解决问题。你贴的这段文字很明显不是Paypal发给你的，Paypal是不理会Dispute的任何内容的，除非升级成Claim，根据我处理几百个Claim的经验，就连Claim的内容他们也是懒得看的。
你要想退款，就升级成Claim，等待卖家回复。
卖家只有几个选择，一个是部分退款，一个是退款，另外一个是要求你寄回去然后退款。他们一定会选择最后一个。
你的眼镜应该不会超过500g，可以用500g Prepaid satchel寄回去，如果是海外的，问post office最便宜的Option. 寄之前把包装和眼镜连同邮袋多拍几张照，如果寄回去后卖家耍赖，这些是凭证。
一定要有Tracking，寄出去以后到Paypal上更新Tracking info.

100多，不是10000多，你确定是paypal发来的？我怎么从来没有看到这样的东西？paypal一般根本不会给你发这个的。很可能是欺诈。

我在ebay上买过一个office的软件，是假的，当时也申请dispute, paypal要我出示是假的的证明，我到微软的网站根据他们的说明，拍照给paypal,还不行，一定要去零售店出的证明，还要有这个人的职位联系方式的，和他们沟通了几次，说人家不可能给你这些东西，因为这不是在他们那买的，还是不行。最后，我直接到 Financial Ombudsman ( http://www.fos.org.au/)开了个case, 没几天paypal就服软了，把钱退回来了。建议楼主试试！

可以退款，你可以在EBAY和PAYPAL上同时投诉，举证方是卖家……

估计楼主是开case的时候理由是怀疑假货，所以paypal才要求police report。

应该先在ebay开dispute
ebay开了， paypal就自动开了。
ebay会倾向买方， 作为买家， 这样操作是最好的。
