中国护照只要持有离开新加坡的机票就属于过境,过境可以有96小时落地签证,这个和你坐什么航空无关

I bought a jet star, from AKL to Singapre, and then from Singapore to Malaysia, and then to China, I called Singapore embassey, they said I do need apply for visa.
The reason is these tickets are not combine ticktets, that means I go to singapore for travel, then will travel to other places. So the vistor visa is required.

COMBINE意思是联票吗,你什么时候回去,我也发了几个邮件,新加坡驻中国大使馆说也需要,所以我也觉得是需要

通常情况下联程票是不需的 (比如坐新加坡航空的 奥克兰-新加坡, 然后呆2天也是同一张新加坡航空的机票从新加坡-中国)
但是如果机票上的目的地只是到新加坡的话那就要办签证了

自2005年10月1日起,中国和印度国民在有限期内在新加坡转机到第三国将可享有96小时特许过境免签证入境新加坡。访客无需提供航空公司的担保函,只要出示在96小时内离境的机票及符合以下条件均可:
拥有任何其中以下第三国的有效签证/长期通行证 (至少一个月的有效期)
澳洲
加拿大
日本
新西兰
英国
美国
德国
瑞士
此项96小时特许过境免签证是为中国和印度国民在新加坡转机到第三国而提供。持有上述条件的转机乘客并不一定可以进入新加坡。持有人须符合入境规定方可准许入境。
符合所有上述要求并获准入境新加坡的转机乘客将可以在新加坡居留长达96小时(4天)。此项特许过境免签证不允许任何居留延长。

这个意思也就是说不进入新加坡境内的话,如果要入境就要,像我JETSTAR的话是需要入境, 因为是从TERMINAL1 出境到BUDGET TERMINAL转机,这个是新加坡海关给我的答案

原则上可以有96h的过境签证。肯定是指过海关的了,如果不是去budget terminal的话根本不用关心签证的问题。

2 Please be informed that visitors who have arrived at Changi Airport Terminal 1 (T1), Terminal 2 (T2) or Terminal 3 (T3) and have confirmed air tickets for connecting flights out of T1, T2 and T3 can remain in the transit area shared by the three terminals without seeking immigration clearance, unless directed to do so by the authorities in Changi Airport. It is alright for these passengers who have no Singapore visa (where applicable) while transiting to another country in Changi Airport.
3 However, if you need to enter into Singapore, you will have to seek immigration clearance and satisfy the prevailing entry requirements, which include possessing an entry visa where applicable. This also apply to visitors taking connecting flights between Budget Terminal (BT) and T1/T2/T3 as BT does not share a common transit area with the other terminals.

A PRC passport holder may be eligible for Visa Free Transit Facilities (for 96 hours) upon arrival if he or she fulfills the requirements contained therein. Nonetheless, the granting of VFTF is at the discretion of the Immigration & Checkpoints Authority (ICA) officers at the time of arrival at Singapore checkpoints. Should you foresee that you need to enter Singapore, you are advised to apply for the required entry visa, so as to facilitate your entry into Singapore.
2 To apply for a visa, please down load Form 14 A which can be down loaded from our website at www.mfa.gov.sg/wellington. The completed and signed visa application form is to be returned to the Singapore High Commission at 17 Kabul Street, Khandallah, Wellington 6035, New Zealand or P O Box 13140, Johnsonville, Wellington 6440, New Zealand with the following:
(a) Passport (validity period at least 6 months upon departure from Singapore)
(b) 1 recent photo (taken within the last 3 months)
(c) Confirmed flight itinerary
(d) Cash or bank cheque of NZ$ 29.00 in favour of "Singapore High Commission" (personal/company cheque is not acceptable)
(e) Prepaid return courier envelope

我2010年11月去的(PR)..在SINGAPORE转机飞广州(飞新航)..停留两天.....出关的时候海关说我没有签证不可以...我说..网上说不用的.我查过.有96小时的签证.他说:"我们现在已经计量不批这种签证了,所以一定要在飞之前把VISA弄好"...那我说我可以怎么办?..他看了看我说, 你去楼上新航办张登机证再下来...由于我到飞机还有两天多...新航规定48小时内才能给登记牌...所以我没办法那到..结果又下来了....排了另一条队....结果那个CUSTOM啥都没问就给我签证了.......结论是...一个不给....排另一条队!!!!

你必须是到其他目的地,而且到你的目的地的行程是和你到新加坡的行程在同一张机票上,这才叫真正的过境。才可以享受免签证待遇。

2 As you are aware, Indian and PRC transit passengers may be granted a 96-hour ‘Visa Free Transit Facility (VFTF) upon arrival. To avail of the facility, travellers should have a valid onward air ticket for a flight departing in the next four days and a valid third country visa or long term pass with a validity period of at least one month, issued by Australia, Canada, Japan, New Zealand, UK, USA, Germany or Switzerland. However, entry is not guaranteed, as the visitor should comply entry requirements like a valid passport, confirmed onward air-ticket, entry facilities (including visa) to your next destination and have sufficient funds for a four-day stay. The issue of a pass is at the discretion of the Immigration & Checkpoints Authority (ICA) officers at the time of arrival at Singapore checkpoints.
3 As the issue of VFTF is not guaranteed, it is therefore advisable for you to apply an entry visa prior to your travel so as to facilitate your entry to Singapore. Visa can be applied at the nearest Singapore Overseas Mission. Visitors are advised to liaise with the Singapore Overseas Mission direct for detailed procedure, if the application is to be submitted at the mission. You may also visit the Ministry of Foreign Affairs' website at: http://www.mfa.gov.sg under "Singapore Missions Worldwide" for locations of the Singapore overseas missions.
